Partiton Magic "should" do what you want, it does work with ext3 not just ext2. Ive used it before to resize & move linux partitions with out any problems, so you should be fine.
Note that if you recreate larger / partition and move data there (new VM or new HDD) you might have to hack grub configs, otherwise system won't boot. I spend a few hours once copying and resizing ...
