Portions of Northern California are bracing for a powerful atmospheric river storm beginning Tuesday night, with forecasters warning that the system is expected to be more disruptive due to its intense winds than its rainfall.

Five districts held by Republicans become potential Democratic pickups, but some remain highly competitive. And a number of incumbent lawmakers have easier pathways to re-election.

Gallagher, R-East Nicolaus, announced his plan, Assembly Joint Resolution 23, in late August. The new state would be made up of 36 counties — including Butte, Lassen, Modoc, Shasta, Siskiyou, Tehama and Trinity.

After President Trump asked Texas to remap districts to favor Republicans, California Gov. Gavin Newsom proposed Prop. 50. The measure would redraw California's map to favor Democrats and could flip up to five GOP House of Representative seats.

The aggressive gerrymander could help Democrats flip as many as five House seats next year. While that could neutralize new maps in Texas, Republicans are redrawing more district lines elsewhere.

California voters are deciding whether to redistrict to help Democrats win seats in next year's midterms. It comes as a response to President Trump getting Texas to redraw maps to help Republicans.
